In short
The visura PRA says, starting from the number plate, who is the registered owner of a vehicle, its technical data and what weighs on it: administrative blocks (fermo amministrativo), mortgages, orders. The certificato cronologico adds the full sequence of changes of ownership.
The document at a glance
The administrative block is what people look for
A vehicle with a recorded block (fermo amministrativo) cannot be driven until the block is cancelled, and the block stays with the buyer. It is the main reason this search is done before buying a used vehicle, and it is also what a listing never says.
When you do not need it
- The auction lot is a propertyThe PRA covers vehicles only. For a property the equivalent question is answered by the mortgage search (ispezione ipotecaria).
- You want to know what it is worthThe PRA contains no valuation. It says who the registered owner is and what weighs on the vehicle, not the price.
- You are looking for mileage or accidentsThey are not there. The declared mileage is in the roadworthiness test records (revisioni), and accidents are in the insurance archives.
If the vehicle is an auction lot
Vehicles often appear in court sales, and the court's valuation report (perizia) is public: it describes the condition, the mileage recorded and almost always the charges. It can be read for free before buying any document, and often already says what you were looking for.
