In short
The elaborato planimetrico (building layout plan) shows how a building is divided into units (subalterni), common parts included, with the list of who is registered for each. It is not the floor plan of a flat: it is the layout of the whole building, and it is reserved for owners and their delegates.
The document at a glance
The case that makes it necessary
You buy a flat and the listing says “with cellar”. On the visura you find unit (subalterno) 12, category A/3, and nothing else: the cellar, if it is a unit of its own, has another number, and if nobody tells you, you do not know which. The elaborato planimetrico is the sheet that lines up all the units in the building and says which belongs to whom, common parts included.
It is the document that uncovers phantom appurtenances: the parking space the seller takes for granted and that the cadastre records as someone else's, the cellar recorded as a common part, the attic that was never registered.
Why it is restricted, and what to do without it
It contains the layout of the building with the registered owners of each portion, so the Agenzia gives it only to owners and delegates. A buyer who does not yet hold any right in rem asks the seller for it, or has a surveyor request it with a delegation: it is a normal request in a negotiation.
How to get it · not from us
The Agenzia provides it, and only to the registered owner

How many sub-units that building has
On the map the building has its outline and its record data. The elaborato planimetrico is for when the question is how it is divided inside, and only the cadastre answers that.
