Certificato ipotecario (mortgage certificate)

In short

The certificato ipotecario (mortgage certificate) certifies in official form the entries in the land registers on a property or a person: transcriptions, registrations and annotations, with the legal value the mortgage search does not have. It is issued at the counter of the land registry office (conservatoria), that is the provincial office of the Agenzia delle Entrate (Italian Revenue Agency), and cannot be obtained online.

Yes: that is the difference from the mortgage search.
What it does not say It certifies what is entered in the registers, not who the owner is. If a deed was never transcribed, for the registers it does not exist: the certificate says so with a stamp, but the gap remains.
